Not sure if this is a total DB. At the very least they are probably paying for a disabled kids trip to Disney. It's done for pure selfish reasons but maybe these kids wouldnt get the chance to go normally...

Due to the fact Frank can barely read and he is poor, he would be unaware that Disney itself actually offers the exact same service for twice as much money! If you want to hire a Disney guide for $300 an hour you can.

The Handicapped people figured out a way to make some great money at a cheaper rate. They offered this service, the moms didnt say 'hey, you wanna make $150 an hour taking my kids around disney?"

The article is sensationalized for people like Frank to be amazed this happens.

But the good thing is that with Frank's mental handicaps, a new career is now on the horizon.
