This was in the Tribune, but I've seen/heard similar phrasing elsewhere:

"Emanuel said he told Commissioner of Public Health Dr. Beshara Choucair he wants the city to "go above" the standards federal health officials have put in place for Ebola identification and treatment, and said the evacuation of two sick people from flights that landed at O'Hare from Liberia seems to show the process is working better here than in Dallas."

People originate in Monrovia and connect elsewhere. Don't make it seem like they were on a nonstop. They got sick on a London-Chicago flight, perhaps...
