Approved. Backing out of a handshake agreement is a terrible thing to do. I believe Carlos Boozer also did this to the Cavs when he ended up signing with Utah. |

I don't get it either, but this according to the ESPN article: The NBA's moratorium period at the start of July every year is designed to allow the league to calculate the precise new salary-cap and luxury-tax figures for the coming season. |

Not saying they didnt sign deals, as I am sure others needed them to sign things, but i know most of their agency relationships were handshakes agreements.
