oh boo fucking hoo, the cops don't feel they can do their jobs anymore due to low morale and some pushback after a lifetime of extreme abuse of power. Getting told to stop murdering citizens they're supposed to protect is a real cramp on their style.

This is essentially the cops taking their ball and going home because someone called them out for breaking the rules.

They don't want to be lumped in with the actions of a few, but because they fear they can't employ those actions they don't want to do their jobs. Because if they can't shoot first then nobody can have their backs.

There are lot of white people in very pleasant neighborhoods, neighborhoods that were not always pleasant before being swept clean just for the whites by the blood and sweat of the CPD, who now campaign to make life more difficult for officers. I get why cops are pissed, I would be too.

The reason they aren't making as many stops is not necessarily because they never know which stop goes wrong and put them in the crosshairs of the next potential outrage, but mostly because the department (read: Emanuel's office) is now forcing them to do more "cover the dept's ass" paperwork than ever before. Police wont do much policing when they're paperwork load increases the way it has. Combine that with low morale, low motivation to do the work for a city that now universally hates them and yea... fuck it. Spend your shift grabbing coffee and trying to pick up girls.
