Absolutely....I'll also argue "Any Man Of Mine" by Shania is the same song as Pour Some sugar On Me. Both awful. Then...there's that God-awful song Mutt wrote that Heart released about a raging whore "All I wanna do Is Make Love To You". Just....bad.
Yes, Mutt has written songs, but he got started as more of a producer and that was what really established his career. Steinman was always a song writer. He wrote outrageous, complex, weird, tongue-in-cheek songs. I don't think Steinman ever took himself that seriously and would admit his stuff was intentionally over the top. Mutt Lange would probably like to argue he's a brilliant songwriter, which he is not.
