Wasn't really an overturn by Tagliabue. Basically said that Goodell was certainly justified in his measures due to the evidence, but due to the Saints' organization tampering with everything, he did not think it was prudent to enforce the fines levied against the players. |

There were suspensions before. There are not now. That seems to be an overturn of the suspensions. |

So they were implemented initially, then overturned, then reinstated just to be overturned a second time at the end of the year. Got it. |
