Kirk Cousins would be there if he didn't have 15 interceptions, threw 15 more touchdowns, and stopped sucking entirely.

yeah, and he has no scrambling ability to make up for it. his arm strength has really dropped and some of his zip is lost.

He had some past shoulder issues and I wonder if his shoulder is just giving out. You are right, he never had the strongest arm to begin with and I don't see a whole lot of zip on the ball any more.
