A team should be able to decline a delay of game penalty, like what happened to Atlanta today. Even if it is pre-snap, can't they just throw the flag and let the play continue? They do the same for defensive offsides, which is also pre-snap. Atlanta ended up being the team penalized, ironically, since the Detroit kicker had another chance to kick the game winning field goal. Or the refs should have just picked up the flag. Delay of game should be changed from being a dead ball foul.
