Been watching baseball a long time, and I still learn new things, though this rule makes complete sense. Sort of a variation on the infield fly rule. It's called grounding. In last night's Angels/Dodgers game (one out, runner on first), there's a line drive hit to Aybar (SS). He catches it about a foot off the ground, immediately drops it, picks it up, touches second, then throws to first for the DP. The ump's ruled that Aybar purposely dropped it. Batter is out, and the runner returns to first.

Question...did Aybar have the ability to let the ball drop before he touched it? If he did, he could have gotten the DP. The rule only applies when the fielder touches the ball and then drops it intentionally (in the viewpoint of the ump).
