This is a bunch of bullshit to begin with but now you're telling me the Cardinals qualify as a 10 smallest market or 10 lowest revenue teams? If they are in the 10 smallest market there is no way in hell they are in the 10 lowest in revenue so they should be canceled out. The D'Bags and Rockies are questionable too. The shit fuck Marlins couldn't even sign their competitive balance pick from this year and now they get another selection.

Competitive Balance Round A (between first and second rounds)

1. Rockies (tentatively the 32nd overall pick)
2. Orioles (33rd)
3. Indians (34th)
4. Marlins (35th)
5. Royals (36th)
6. Brewers (37th)

Competitive Balance Round B (between second and third rounds)

1. Padres (tentatively the 69th overall pick)
2. Diamondbacks (70th)
3. Cardinals (71st)
4. Rays (72nd)
5. Pirates (73rd)
6. Mariners (74th)

I mentioned this in the cardinals thread when I noticed it. The cardinals getting that pick is a complete joke. Give the 10 smallest market teams that haven't qualified for the playoffs in 5 consecutive seasons a 20 percent increase over the draft pick salary pool. The fucking cardinals are anything but at a competitive disadvantage.

This is a joke. Tampa doesn't get a pick but St Louis, Milwaukee, Seattle and Baltimore does.

Competitive Balance Lottery eligibility determined by:

1) Market size
2) Revenue
3) Teams receiving revenue sharing money.

Tampa, Pittsburgh and Kansas City will not receive a competitive balance pick. The lottery system is severely flawed. They should just give the picks to the 12 lowest teams that qualify. There is no reason to have competitive balance picks if the most disadvantaged teams don't benefit.
