Rusney Castillo didn't count against the international spending rules. Neither did Yasmany Tomas with the D'Bags. The Cubs and Rangers can't sign Moncada before July 2nd because they overspent in 2013. The Yankees , Rays and Angels (not sure if there are any other teams) have already overspent this year so they have to sign him before July 2nd.
