Yikes. they played the Cub game this year, thought i had read. Saving up all the bonus monies, they'll take the hit next year. Not sure if the Red Sox did the same, they had signed Castillo

Rusney Castillo didn't count against the international spending rules. Neither did Yasmany Tomas with the D'Bags. The Cubs and Rangers can't sign Moncada before July 2nd because they overspent in 2013. The Yankees , Rays and Angels (not sure if there are any other teams) have already overspent this year so they have to sign him before July 2nd. It's a fucked up system that will be changed during the next collective bargaining meeting.

Players who present sworn affidavits to Major League Baseball stating they are residents of another country, have no intention of returning to Cuba and are not Cuban government officials can sign with major league teams immediately, sources said. MLB distributed a memo to teams Tuesday afternoon outlining the changes.
Previously, the league required a specific unblocking license from the Office of Foreign Assets Control. Recent changes in the government’s policy regarding Cuba prompted OFAC to no longer issue specific licenses in cases where the person fulfilled the criteria for a general unblocking license – such as permanent residency in a third country.

$63M all in though the Dodgers offered $70M all in with the caveat that he wait till July 2nd to sign. I think teams realized he's not a SS so it dropped his price. I'm still really surprised the Yankees were outbid.

He's "19 years old." I have no idea what they do in those Cuban Chemical Academies...I mean Baseball Academies but they have some good ass shit down there.
