Seinfeld has a bunch of these.
Mickey
Lloyd Braun
Newman
DAVID PUDDY
Soup Nazi
Bob Sakamano (although I'm pretty sure he never showed up on screen)
Frank Costanza
Morty Seinfeld
UNCLE LEO
Ping

I know, I almost threw them all in, but figured others would add to the Seinfeld list. I loved Estelle, George's mother. I still bust a gut whenever I see the Contest and she's grilling George about seeing a Psychologist, while she's in the hospital bed.

All good ones so far.

The newest one is Tracy Jordan from 30 rock.

Also Dwight from the office.

Pretty much every character on the Simpsons.

Nancy Reagan on Different Strokes.

Flo or Mel from Alice. The whole cast other than Alice was good. They had the burden of trying to carry that no talent.

Oliver from the Brady Bunch. I don't know why I liked that creepy looking freak but I always loved the show when he was on.

The three computer guys in the X-Files. They always gave good information and forwarded the overriding plot.

Seinfeld is a great example of having good supporting characters. I hate Seinfeld himself but absolutely love the show

The Lone Gunmen...I'd like to add Clyde Bruckman to X-files minor characters, also Jose Chung, and Eugene Victor Tooms.

Every show with children should have the obligatory fat kid, fat kids are just funny.

Byers, Frohicke and Langley!

Alex Kraichek from X Files was also a great character.

I apologize for the gross misspellings of those names.
