I have a question for all the lawyers and drug experts on this site? Can he be charged with intent to distribute the 10 kilos and 1000 lbs even though no transaction actually took place? Obviously, the feds know what they are doing, be it seems to me like it would be better for them to setup the actual deal. It's not like the feds had to worry about finding him.
