It sure seems they are gearing up for a big splash on Day 1 of free agency with Adams and Omiyale money being added to their existing 25 million.

I wonder if Barber will be cut before March 5 as well.

Perhaps, but they are also taking out some of the trash.

That $30 million number is a bit deceiving - Forte is likely to be franchised, some money has to be allocated for draft picks, and they still have to sign a few of their own free agents. It will be interesting to see where they stand when free agency begins.
