This kids 19 so he has no impact on 2012 but many say he's now Cubs #1 prospect.

Cubs set sights on Cuban OF Jorge Soler

With the Oakland Athletics’ signing Monday of touted Cuban outfielder Yoenis Cespedes, the focus of the Cuban market turned to outfielder Jorge Soler and the Cubs’ intensified pursuit of him.

As reported by the Sun-Times in November, multiple baseball sources said the 20-year-old Soler was the Cubs’ more desired target, even as they scouted and vetted Cespedes this winter. Cubs officials only have acknowledged doing thorough player-evaluation and background work on both.

Soler, who is six years younger than Cespedes, looked like a better fit for the Cubs’ longer-range building plans from the start. The Cubs already landed the top Cuban pitcher available this winter, signing 18-year-old Gerardo Concepcion for $7 million last month. The Cubs also signed two of Soler’s former Cuban teammates to minor-league deals.

Unlike Cespedes, Soler hasn’t been declared eligible to sign, but that approval might come within days.

A recent report from Miami cited sources saying the Cubs were willing to make a multiyear offer worth $27.5 million for Soler. Cespedes received a four-year, $36 million deal from the Athletics after the Miami Marlins had been considered the favorites to sign him.

The White Sox were one of several teams to inquire about Cespedes, but their pursuit never reached a serious stage. The price was too high for the Sox, who have cut payroll and are the only team in baseball without a free-agent signing this offseason.

I heard his agent often has deals done before they can legally be announced. Also, I didn't notice the terms in this thread. The four years would not start until he reaches the majors. Some people seemed confused about that part.

Olney reported Tuesday that the Yankees have "serious interest" while numerous reports have indicated that the Cubs plan to make a big offer. The 19-year-old hasn't been declared a free agent by MLB yet and will need to be unblocked by the U.S. Office of Foreign Assets Control (OFAC) before being able to sign a contract. Extra Innings: MLB Network's Peter Gammons tweeted the Cubs may be close to signing Cuban outfielder Jorge Soler for $27 million. Soler isn't a free agent yet and the Cubs haven't been allowed to comment on him until he's officially available

International guys, as of right now do not go into the draft. Selig and Co. are looking to change that soon, but as of right now, it is kind of a Wild West still in Latin America with the deep pocket teams.

Are you saying that he was granted citizenship in the Dominican Republic? That was the problem that kept him from signing. He needs to have citizenship in a country other than Cuba. I was starting to wonder if he might marry a Dominican gal just to get the citizenship and move things along. I hope he's got that squared away now. If so, all indications have been that he wants to sign with the Cubs. Still, it will probably be at least a year or two before he's up with the big club.

Just sign each guy before June 30th. If two of the other four, excluding Soler, make the big league roster, well worth the money. That could be compelling to Soler as well. There's a loophole to the new rules.
