Obviously that was sarcastic. But he has said that it wasn't worth rebuilding New Orleans cuz it will eventually be wiped out again. He thinks people are stupid for living there. I actually agree with him.

He'll mock the Saints because they'll say the Hurricane is there motivation to win football games. He'll mock the notion that winning football games makes the homeless New Orleans people happy.
