They're selling it from the standpoint that The Rock is a bigger opponent than any of the other big matches Cena has had.

No. Think about it for a minute. The scenario you're describing is WrestleMania IX, when Hogan cockblocked Bret Hart and beat Yokozuna in 5 seconds. You don't do that in a 'Mania main event.

There's also the "where does Ziggler go from here" question. He cashes in at 'Mania and beats Rock or Cena right away? Who's a bigger opponent for him afterwards then? Sure, you'd get the shock value pop, but that would quickly fizzle out. You'd actually do more harm to Ziggler long term by doing it that way.
