I doubt it was the US Government, but if it were a terrorist attack, by actual terrorists, why not conduct it during the time the first runners were crossing the finish line, when the most media were there, when the most people were there. This thing was winding down when the bombs went off... almost like they didn't want to inflict maximum damage.
What sense does that make?

Maybe the bomber used his alarm clock to make the bombs and ended up sleeping in.

From a tactical standpoint, police/security/other folks are likely to be alert to any odd situation early on in the event, as the race winds down, people drop their guard.

What's up with the new doohicky device linked above running on Android mobile devices and then they killed cell reception in the impacted area, that'd make the app a bit less useful. Unless Beantown has wifi all over the place.
