He didnt answer the question, because the question calls for a simple YES or NO answer, not an interpretation of what he thinks the WH thought. It is a simple answer of his thought about the belief of a simple statement.

Wasn't a scantron, but one time in 7th grade I took a multiple choice math test and basically answered none of the above. I actually wrote out "I keep getting 3 1/2 [or whatever the answer was; it was 14 years ago]," which was not a choice. My teacher actually came up to me and said "what the hell is this?" That was the worst 90% I ever got.
