'Necklacing' dates back to the 80's and started as a mostly black-on-black form of punishment in the townships.
Florida contains the largest population of White South Africans/'Afrikaners' outside South Africa itself--which maybe explains a bit about how messed up that State is these days. I think Miami is up there with Perth and London in terms of a single city infestation of white South Africans, but the entire State of Florida, from Jacksonville to Pensacola down to Naples and across Alligator Alley to Miami is lousy with douchebag white South Africans.
