Eh, if you go to Times Sq or the Walk of Fame in Hollywood, those weirdos in costumes hit you up for tips for pics.

I imagine families with kids and drunk-ass cub fans think it's fun to instagram a pic of themselves with Billy Cub and then hand over a five or more when he asks.

I'd guess 60$ a game to be on the low side. but who knows.

Maybe he just tells the IRS $5K, the way waitstaff are now required to report a certain amount of tipped income regardless of actual tips.
