The title of this thread is wrong. They are simply enacting what amounts to a dress code. You have to wear your pants as they were designed to be worn, rather than hanging down to where it appears they may fall to the ground at any moment. The statute is the same for anyone. There is no indication that this law would be unfairly enforced. It's the same for a white or Hispanic kid as a black one. I see no problem here.
