That may be true, but they were not contending this season (by a long shot) and unlikely to contend next season, so why not start Garcia and allow him to develop further at the major league level, while acquiring a piece of what may be a contending team in a few years? They would likely have finished no better than 3rd or 4th place with/without Rios.
