They did send him one. Excerpt from the articles author who played Billy the Cub for one game.

Some people reach a very aggressive level of intoxication at these weekend Wrigley games. When I wore the costume, there were a decent amount of people who messed with me, albeit less combatively. One guy wanted to pay me 20 bucks to lift me over his shoulder and carry me, and maybe half-a-dozen smacked me in the back of my head and ran away. The costume was already onerous and uncomfortable, and these interactions would make me loopy for a minute or two.

I'm not sure why anyone would want a picture with this dope, but if you do take one, you should throw him a couple bucks. When I was out in Vegas my partner had me take a shot of him on the Strip with some bum and I had to make him go back and give the guy a fin.

Hasn't Washington/State been closed for years? I think you can still walk down the platform from Jackson, but I have my reservations about traversing an abandoned L station.

It would be classic if the guy showed up pro se in the costume.

That letter alone cost MLB $1,000+. Simply filing the case with a companion restraining order should get them to $10K. Billy should just offer to be bought out. Then go and buy a different costume that wears a white with blue pinstripe jersey.
