You're not very smart and your reading comprehension skills aren't very good.

~2% of GDP is the minimum amount of defense spending required by each member nation. I never said that ours should be at 2% if GDP (~300 billion dollars.) Just that it could be lower.

Means 2% at minimum, because it wouldn't make much sense for a military alliance to have a maximum limit set on their defense budget. Ukraine had been getting a lower price in exchange for letting Russia use Crimea for its Black Sea Fleet...Russia says that since Crimea now belongs to them, the discount no longer applies. Nice!
