These situations require "military" type responses. Perhaps we could mandate that police officers use common sense as to when to use military techniques? That would probably fix the problem.

The British police generally don't carry guns, and for a long time, never carried guns at all. Some police forces have the equipment of the U.S. military. Now you figure out whether local police departments need tanks and heavy arms. I think it is obvious what de-militarization means, and you're probably just being cute.

the militarization was in response to 9-11 terrorist attacks and assorted mass shootings.

I don't think cops need tanks and heavy artillery. But there was a public hew and cry and subsequent government funding for this stuff.

I don't see how this relates to a kid getting into a scuffle with a cop and getting shot in the back.
