An Officer is to escalate the use of force as needed. You want to ideally handle the situation using minimal force and without the use of any weapon. Unfortunately, there are a lot more women and men of smaller stature on Police forces today, that are unable to effectively control a larger, stronger suspect. Thus, their use of force gets escalated, just so they can attempt to handle the individual. This can cause greater resistance from the perp, who may resent the officer using a weapon, pepper spray, etc..

Again, you should begin by trying to handle things without a weapon, but you can then progress to the use of pepper spray, then a tazer, and finally to your service weapon. We had night sticks when I first joined the force. But many departments (including ours)have done away with them. I still have my old one, that I kept after we did away with them. Yes, you do learn how to disable someone pretty effectively, but your question about someone on PCP is a good one. We had a guy fight with4 officers after he was in an accident and was told he was going to be charged with DUI. He got real messed up but didn't feel much till the next morning. You just deal with the situation on the level you need to. If someone is cooperative, there is no need for any great force. Using force greater than needed can have a very negative reaction that can result in a negative experience for either/both parties.

That is not entirely true. I would listen. In the end I might (would) dismiss their complaints, because I don't care that they are disenfranchised, but I would listen and consider their complaints. It's just stupid that they behave the way they have, because those who would listen and might affect change, will not as a result of the way they have behaved (all the looting/vandalism and violence) since the shooting. Had they assembled peacefully and without the looting and vandalism, their message would have been better received. I'm glad they have behaved like animals. So now there is protests in favor of the officer who shot Michael Brown? Yikes...

People on one side are angry and want a full investigation and the facts of the incident to be found, and the other side is arguing for what? A cover up, and no investigation?

I don't get it.

They believe that the cop is being wrongly attacked. As RPB mentioned there are those who want to find any reason to support the cop and others that would still side with the kid if he shot at the cop and got killed.
