I just booked a car at OHare, and 50% of my payment will be going to the City Of Chicago. I understand that out of towners can be a good way to save your own citizens money but that seems a little bit over the top.

Only if you STAY at a chicago Hotel, then the money Directly goes to the cells next 'capital improvement project"

But in general, the use of funds for specific projects, that comes from....car rentals....as an example are excuses from politicians for kickbacks. They exercised a plausible source of income for something that benefits a single issue, that is usually a well backed effort.
