Frankly, sounds to me like someone from higher up said "let's protect our investment in Cutler by not playing him in a meaningless game in a meaningless season".

Sounds completely reasonable to me.

Why B&B think it's a punishment or punitive or even irrational is short-sighted on their part.

Well, I mean it is a punishment for his play and very likely his attitude which is pretty obviously horrible lately.
