I'm still confused about who did what or didn't do what. I (gasp) feel like it wasn't very well-written or the investigation isn't complete or something.

I guess you could say it's a useful starting point to ask some additional questions. But, if those questions don't really lead to any wrongdoing, it's kind of an irresponsible report.

It seems that there is a real possibility that it was investigated through interviews with the alleged victims and it was determined there was no need to proceed. As was mentioned in the article, those interviews must be kept confidential by law.

It wouldn't answer why he was suspended, though. Unless that investigation led to some other irresponsible behavior being discovered.
