The Creation of Public Housing is directly tied to this. The politicians of Chicago during this period devised a plan that became known as the racial composition rule. This rule stated that the residents of public housing must reflect the racial composition of the surrounding area. This rule was enforced by city hall and it was a way of keeping segregation going. This is just one of the ways. I will dig deeper shortly.

It always amused me that the composition rule was originally enforced at Cabrini Green.

Not quite as much as watching the trouble they had tearing down Robert Taylor & Stateway Gardens. Those damn buildings were in fact, built to last 100s of years.

yes they were. I actually saw one of Lake park homes buildings go up in smoke. 43rd and Lake Park. The city put about a ton of dynamite in it and blew the motherfucker up. It took all of about 10 sec. for it to come tumbling down.

I miss the summer afternoons at Ida B Wells. Or the cool autumn morning at Cabrini Green and Horner.

Here's to the 500 or so folks watching (safely, they thought) across Lake Shore Drive who had to run like hell when the debris came right their way.

I was safely at 31st St. watching.

Minorities are not kept out here.

Other than that, you fucking nailed it.

Hate to do this to you, but I grew up in South Shore starting in '71. White flight had already started. We were the third black family on the block. Three years later it was kind of odd to see a white resident in most of South Shore. By '74 the South Shore Country Club was abandoned and quickly deteriorating in city hands.

You may be thinking about the Jackson Park Highlands section of South Shore though. That area really didn't turnover until the mid 80's.

I'm actually not. If you look at residential patterns you will see what I'm referring to. I never brought up South Shore but that neighborhood changed also. White flight occurred in many neighborhoods during the 50's and 60's. That's pretty much common knowledge. The second black migration occurred during the 1960's there is a direct connection.

I stand in part corrected. I always forget about that small pocket of South Shore south of 76th, north of S. Chicago and east of Stony. Looking back, I can't argue, that area was oddly (for the area) integrated into the 80's. Strangely enough, although I've lived in South Shore most of my life, that's an area where I've known just one person.

I'd always even forget that there were homes in that area, aside from those right on 76th St..

The politicians in conjunction with neighborhood Real estate associations helped to create Chicago's black ghettos during the first half of the 20th century. City Hall was the enforcer of restrictive covenants. The book making of the black ghetto is a good resource for clearing this up.

It's not about whether or not it's a secret. I'm not saying they created white flight but they did create black ghettos. White flight occurred once middle class African Americans were able to move from black ghetto areas into predominantly white areas.

The African American population of South Shore was 69% in 1970. By 1980 it was up to 95%. I was moving around and couldn't really get to it but white flight took place in South Shore much earlier than the late 70's early 80's.

I didn't say that, but racism is undoubtedly one of the major reasons why suburbs exist. Are you really going to argue about that?

I was being kinda sorta tongue n' cheek.

It played a role, Im sure but it wasn't the biggest factor.....there is actually a pretty clear socio-economic timeline/path that The Exodus follows. The path may actually circle back around.

True. I think it already has in a lot of cases. But I don't think we can really separate socio-economic status from race. Restrictive covenants and unspoken rules of real estate sales succeeded in ghettoizing black people for a long time, and it was particularly bad in the Chicago area. There's good reason Chicago is known for segregation.

A good Ta-Nehisi Coates article on the subject:

http://www.theatlantic.com/features/arc ... ns/361631/

The use of restrictive covenants had a profound effect upon the rental markets of Chicago also. Restrictive covenants created an artificial demand for housing which helped drive up rent prices for African Americans. Landlords actually sought out black families during this period because they could extract higher rents from them.

There were 4 families for each unit of housing in the black belt area. This overwhelming demand allowed landlords to raise rents and in a number of cases push whites out. Landlords would devise schemes so that they would not have to rent to whites.

The irony is that this probably one of the few times that African Americans have move into an area and the value actually went up.

I like the suburbs. It's a lot cheaper than the city. I grew up in them and never thought much of it.
