Looks like we may have an answer soon to the first part, and hopefully those who did it get charged. It still doesn't make sense to me why the accusers would do this but it looks likely they did.

The problem I see is that if Kane or someone on his side had tampered with evidence there would be a hue and cry raised and demands for him to be immediately incarcerated. But when the accuser and/or someone on her side tampers with evidence there's a big "so what?" from a certain faction and the Julie DiCaros of the world continue lobbying for Kane's suspension and/or imprisonment.

The only thing I can think of on the side of the accuser's camp is they got the bag from somebody who was trying to be a whistle blower, but that whistle blower was scared to lose his job. So they tried to protect that person by making up the bullshit story of it being left at their door.

Probably because they knew they have a weak case? This came to light right after the whole no Kane DNA found on victim but 2 other males leak came out. So they're probably so desperate to make their story look better ( possibly made up from the get go) that Mom went out ( well at least only Mom so far that we know) and did something pretty stupid.
