I doubt Hoyer is making any moves without running them by Theo; Theo sets the direction of the team and Hoyer probably does the day to day work (fielding calls, dealing with agents, etc.). From what Williams recently said, the same general structure seems to apply with the White Sox. Hahn presents his plan/vision to Williams and he either agrees/disagrees.

I think the White Sox organization is probably handled in a similar way. People are upset with Williams because the major league team isn't winning and the minor league team doesn't have enough talent and there is a perception that he is much more involved in the day to day, which I'm not sure is known by anyone other than Williams/Hahn (who has denied this in the past). However, Theo is much more in the media than Williams has been, but if the Cubs rebuilding project wasn't working, there would be all kinds of criticism of Theo's plan etc. If you win, the criticism won't be there.
