Not true. In 1977 he was 8-7 with a 3.03 ERA with the Cubs In 1978 he was 8-2 with a 3.77 ERA.

Sure he had years where he struggled abit, but overall he was okay. just not the success he was with Detroit, where he had amazing success in 84. But even that season, he lost 3 games (obviously in non save situations and he was 9-3 overall in 84). and he was 8-10 in 1985 with Detroit.
