We were told we wouldn't know what was in it until it passed. It is virtually impossible to read any significant section of the federal codes. By design.
I had to "read" up on federal COBRA legislation about 25 years ago. I quickly realized I was in over my head. I went to the guy who assigned the work to me, explained that what I had for him was little more than others' summaries that I checked as well as I could, but that it was out of my wheelhouse. He laughed, thanked me for the honesty & explained that at his advanced age, he wasn't even up for attempting even that.
