Whenever a government official in charge of a particular program is called a czar

First, a czar is an emporer with plenary power so by definition the term is used incorrectly

Second the word has negative connotations of ruling style to people with even the smallest amount familiarity with history. It's a word that is right up there with fuhrer that are facially neutral but carry a lot of negative context

Third, the use is pretentious and douchey there are far more accurate terms in the English language. Use them
