Not in the back as he's running on foot. In the car? Sure. As he's exiting the car? Sure. Without video I can't say if the shooting was justified.
As he's exiting the car? Yikes! People have some fucked up justifications for police abuse. If he's not a direct threat to anybody(meaning he's not actively a threat to harm somebody), it should be a criminal charge for any cop who shoots. You can't just fucking murder people who have committed crimes. God, this country makes me fucking sick with how they view this shit.
What I mean by that is they could have said he looked like he had a weapon and there isn't much that you could say.
