It's not, though. "Smack my bitch up" is slang for asking someone to get you high on heroin, I believe primarily in Europe. Which is why the music video features heroin usage, and why it was banned from MTV back in the day.

Now, whether the etymology of the slang term includes referencing domestic violence, I don't know, but I don't think the song is going all that deep in the references it's trying to make. It's about/for guys getting high on junk and blasting techno.
