But you named the 1964 White Sox and 1954 Indians as some of the best rotations in history, and yet they did not win it all in those years. The 1998 Braves and 1971 Orioles also did not win the World Series. The 1986 Mets are the only team named that did.

A team cannot have the best starting rotation in a single season unless they win the World Series?

I guess you aren't taking into consideration all the starts against teams that aren't even trying as compared to the '64 White Sox who faced an exceptionally strong AL. But by all means, get excited with low WHIPs built vs. the Reds and Brewers until reality kicks in.

So the best team in baseball (and you've confirmed winning percentage is how 'best' is determined) has a .765 winning percentage against the AL, and a .621 winning percentage against the NL. But the AL is the much superior league?
