Cause it's warm?
Fun story... my company gives us a jacket to wear. It's a fleece with a windbreaker shell. Probably good down to about 35 degrees or so.
So when we had the polar vortex crap a few years back and a few weeks of Temps below zero I started wearing my fleece lines carhartt. My boss yelled at me. We give you a jacket he says. Do you work for carhartt he says. I'm like dude it's too cold for those do you really think customers give a damn what kind of jacket I'm wearing. He threatens to suspend me if I wear a suitably warm jacket again. So I freeze with my stupid company fleece.
I'm also forbidden from wearing a wool or knit cap. I'm only allowed to wear a company baseball type hat. So basically I am cold all winter long.
That seems to be some sort of violation if he cannot prove the uniform is rated sub zero.
