The trailer is as tall as the garage. It's essentially an expansion of his garage that would not be allowed to be constructed. The trailer is for a race car hobby. So it's moved for what? A weekend here and there?

He found a loophole to expand his garage. Great. It'd be nice if he thought about his neighbors instead of saving $75/month being a dick.

If he is a racer then that IS his garage at the track. It is not an expansion really as both are necessary. Without HOA a lot of people do things like this. Motor homes, RV trailers, large boats etc.
