That's what I don't get.

1. She has not been indicted or convicted, so how would he construct a pardon that would cover every conceivable offense she could be charged with?
2. Would she even want it? Right now she's innocent, but wouldn't a pardon--by definition--mark her as guilty? Which leads to #3:
3. Does she have to make a formal request, or can he do it unilaterally?

These are the reasons I say he doesn't do it...but I can see Blago getting some love.

I don't think that would hurt his legacy. The consensus seems to be that Blago got hammered in a way that nobody else ever has for something he didn't even actually do, but rather only discussed. Plus, MANY of the counts were thrown out and even after that the hard-on judge refused to reduce the sentence.

President Barack Obama on Tuesday surpassed the 1,000 mark for commutations granted during his presidency after shortening sentences for 79 people.


Obama has been granting commutations at rapid-fire pace in his final months in office. The White House said he's commuted more sentences than the past 11 presidents combined.

Most of those who have received clemency are nonviolent drug offenders, though many were also convicted of firearms violations related to drug crimes.

Obama has said "it makes no sense" for nonviolent drug offenders to serve decades in prison or life sentences. He said it burdens taxpayers and overcrowded prisons without benefiting public safety.

Obama is calling for a criminal justice overhaul to address what he deems as overly onerous sentencing and other problems. Congress has shown bipartisan interest but hasn't acted on those reforms.
