They did a recount in Ohio in 2004 and Kerry got 300 more votes. You do not make up 10,000 votes in a recount.

In theory, it makes it harder for people to vote who have difficulty getting a valid ID. In reality, I'm guessing those folks aren't regular voters anyway. I find it pretty unlikely that impersonating other voters in an individual voting is a very effective way to cook the voting books though. Seems very time consuming. I also am not sure why you find it "absolutely hilarious" -- I would suggest you watch a movie like Ted or Airplane only under a doctor's supervision, as it is quite a bit funnier than voting legislation.
