Has he EVER won in court or has he just outspent and out-lasted the other parties (which can't happen here)?

The answer is much more likely that he is going to do it in a way that is, you know, Constitutional. I guess we'll see though.

The courts can shoot down his re-write too so either he is drastically changing it or he won't get it in effect for long.
