It's amazing that people look for things like that and conclude nefarious intent. There are many other factors that could determine the order of the visits...the schedules of the other heads of state, national/religious holidays, minimizing the number and distance of flights, etc. Maybe there is a protocol but this just seems silly for her to bring up.
