Within reason. You've just likely committed or at least witnessed a crime (your pal is all bloodied and has a weapon). A random guy says

"Stop! I am an off duty Lansing cop! I have called the police and they are coming! Stay here!"

That is a reasonable request.

I dunno. I've got an exceedingly quick temper. If I'm a cop and If some kid involved in a neighborhood melee is not cooperating with me, I'm going to lose it real fast. Would have nothing to do with race though. Of course I wouldn't be surprised after the fact when I got fired though.
