The Cubs didn't tank, they made a strategic move to target young controllable players. Hell, they were hard in on Darvish just a year into the rebuild. There really were no major young position players(star players) that became free agents when Theo took over due to teams getting smart and locking up young talent and buying out arb years. The only example I can think of is Pujols/Fielder and I think he made the right call trading for Rizzo.

I highly doubt Theo would have traded the likes of Sale/Qunintana, had he inherited such players.
