Here is previously attached director Joe Carnahan's farewell letter to the MGM president after they refused to do the film as a serious drama. Also, I don't think Carnahan is talking about Eli Roth as the following director, as there were 4 or 5 directors attached to this film throughout it's ten year journey in development hell.

this probably will be a bad movie; but eli roth's sense of humor might make it fun bad.
