How do you know that from 2-6pm that B&G never have higher ratings?

This isn't hard. When B&G are on the air, they get higher ratings than the programming that is running against them. They are number 1 in their assigned timeslot. They may have 0 listeners in one hour and a million in another hour. They still have more listeners than the content that is against them. If ESPN wants to "beat them" then put them on an hour earlier.

If SCR wins the ratings overall from 1-6, they're going to proclaim themselves #1. You could slice and dice the ratings and timeslots to an absurd level if you wanted to, but there's nothing wrong with them saying they're #1 from 1-6. To expect them not to because of some long-winded algorithm that splits their air time into various segments is ridiculous.

Where have I expected them not to call themselves that? I understand the marketing side of it, it's just that in the face of the actual numbers, proclaiming their afternoon drive show as the undisputed #1 drive time show in Chicago is rather dubious. I don't care what they call themselves, I just want Rick to know his meme rests on shaky footing.

Not really, because "drivetime" is defined as 3-7p. So if we're talking about #1 afternoon drive, we'd be looking at the 3-6p hours of both shows (with WMVP winning).

Defining the "game" purely as the time B&G are on seems a purely arbitrary reaction to the figures that have been released. Instead of rating the shows head-to-head, the timeslot needs to be defined so that one station's afternoon drive talent get an extra half-hour of programming? Sounds like suspicious boundary drawing to me.

It's an average. You do know what an average is right? The extra half hour of programming could very well hurt them more then help though in this case it seems to be the opposite.

If I listen to an hour of B&G, I count as 1/5th of a total listener. If I listen to an hour of the other show, I count as 1/4th of a total listener.

Still, it doesn't matter. B&G have one job, and that is to have more listeners than their direct competition. They do it. If the competition wants to change that, and it is because of the extra hour, then they can add that extra hour in.
