I don't think Houston will or should become a ghost town but it wouldn't be the worst thing in the world if the region experienced some contraction. Maybe there shouldn't be 6.5 million people living on a paved-over floodplain.

Regarding personal property taxes, I had a Superintendent of a school in Illinois explain it to me...when a family moves in...it's not like "whooohooo 10K more in revenue" because the cause of servicing these new taxpayers makes it a wash.

What they really salivate over is business coming in and that tax revenue(thought hey usually get a handout too).

It can be seen at the beginning of the following video, though the man speaking wrongly ascribes it to Nibiru, which it is not.

I'm not 100% certain, but I think the death has to have had a plausible chance of avoidance if not for the natural disaster. If someone has a heart attack and can't be treated because they are in the house it counts. If they are in a hospital with power and it happens then it doesn't.
